North Shore School District 112 is a diverse learning community where students speak more than 30 home languages. The most common languages other than English include Spanish, Hebrew, Polish, Russian, and Romanian. Our culturally and linguistically diverse students bring valuable perspectives, experiences and strengths that enrich our classrooms and schools. English Learner (EL) Program Philosophy
We believe that multilingualism is an asset, and it is our responsibility to create a welcoming and inclusive school environment that values and leverages the cultural and linguistic resources of our students and their families. Our English Learner (EL) programs are designed to provide meaningful opportunities for students to develop language skills across listening, speaking, reading, and writing through authentic interactions with their peers.
We are committed to ensuring that ELs have full access to grade-level content with appropriate instructional support. Our approach prioritizes explicit and intentional English language development, with a strong emphasis on academic language, vocabulary, reading comprehension, and text-based writing. Recognizing the diverse backgrounds and learning needs of our students, we implement responsive instruction and flexible grouping to support their individual growth.
Success for EL students is a shared responsibility among all educators. Collaboration across classrooms and content areas ensures that language development is integrated into all aspects of learning. We strive to actively incorporate students’ languages and cultures into instruction, fostering a sense of belonging and empowering students to thrive academically and socially. Through these commitments, we aim to equip our English learners with the skills and confidence to succeed in a multilingual and global society.

Dual Language Program
North Shore School District 112 offers a comprehensive dual language program in Spanish and English for students from early childhood through eighth grade.
The program aims to develop bilingualism, biliteracy, high academic achievement, and sociocultural competence. In dual language classrooms, approximately half of the students are native Spanish speakers and half are native English speakers, fostering a balanced bilingual environment. Reading and writing are introduced in both languages from kindergarten, while math is primarily taught in English with connections to Spanish in grades K-5. Science and social studies are integrated with language arts, providing authentic language learning experiences.

How We Identify and Support EL Students
We follow a structured process to determine the right level of support for each student:
- Home Language Survey – Families complete a survey upon enrollment to identify students who may need language support.
- Language Screening – Eligible students take the WIDA screener to assess their English proficiency.
- Placement – Based on assessment results, students are placed in appropriate EL or Dual Language programs.
- Annual Monitoring – EL students take the ACCESS for ELLs test each year to track progress. Once students meet state exit criteria, they transition out of EL services but continue to be monitored for two years.
Our EL Teachers and Collaborative Approach
EL teachers play a vital role in helping students develop language skills while learning grade-level content. They:
- Provide targeted instruction in reading, writing, speaking, and listening.
- Work closely with classroom teachers to support students in their regular academic subjects.
- Help create a welcoming environment that celebrates linguistic and cultural diversity.
- Collaborate with families to ensure student success.
We believe that all educators share responsibility for EL students' progress, and we use co-teaching and push-in support to integrate language learning into the classroom experience.
Translation and Interpretation Services
We want all families to feel informed and involved in their child’s education. We provide:
- Telephonic translation services in more than 200 languages to assist with school communication.
- Google Translate app guidance for parents and guardians who need quick translations of school materials.

EL Services by Grade Level
- K-2: Language development through literacy-focused small group instruction.
- 3-5: Academic writing development and targeted reading interventions.
- 6-8: EL students receive additional support in English Language Arts and may have dedicated language development periods.
Students who are new to the U.S. receive intensive language support during their first year to help them adjust to school and build foundational English skills.

- Academic Writing Development – Teaching structured writing skills with support and feedback.
- Co-Teaching & Push-In Support – EL teachers work with classroom teachers to provide integrated language instruction.
Specialized Support for EL Students
- ELs with Individualized Education Plans (IEPs) – We ensure EL students with disabilities receive both language and special education support.
- Students with Limited or Interrupted Formal Education (SLIFE) – We offer additional resources for students who may have experienced disruptions in schooling.
- Newcomers – Dedicated language development support for students in their first year in the U.S.
Assessments & Testing Accommodations

ACCESS for ELLs – An annual state-mandated test measuring English proficiency. Students exit EL services when they score 4.8 or higher.
- MAP & IAR Testing – EL students may receive accommodations such as extended time or translation support based on their needs.
- Science Assessment (ISA) – Spanish-speaking students may take the test in Spanish, and translators are available for other languages.
Monitoring & Exiting EL Services
According to the state of Illinois' criteria, a student considered proficient in English with an overall ACCESS score of 4.8.
